Note
Lenin justified authoritarianism as “dictatorship of the proletariat,” but in practice it became dictatorship of the party.
Civil War context gave Lenin the excuse to use extraordinary measures.
By his death (1924), he had created the foundations of a one-party, centralized, authoritarian state.
Methods and Results
Banning Opposition Parties (1918–1921): Mensheviks and SRs outlawed, leaders arrested, exiled, or executed.
Constituent Assembly Dissolved (Jan 1918): Lenin justified by saying “we are not bound by it.” Marked the end of multiparty democracy.
Cheka (secret police): Created December 1917, used terror, executions, and labor camps against counter-revolutionaries (Red Terror 1918–1922).
War Communism (1918–1921): Centralized control of economy, grain requisitioning, harsh punishments. Secured food for Red Army but caused famine and resentment.
Kronstadt Revolt (1921): Suppressed brutally, showing Lenin’s unwillingness to tolerate even former allies.
Ban on Factions (1921): Prevented internal opposition within the Bolsheviks, strengthening Lenin’s personal control.
Propaganda & Cult of Lenin: Posters, speeches, and schools glorified Lenin as the father of the revolution.
Extent of Authoritarian Control
Highly effective: By 1922, Bolsheviks had eliminated political opposition, crushed uprisings, and centralized power under Lenin and the Communist Party.
Limitations:
Widespread peasant resistance to War Communism.
Strikes and uprisings in cities.
Need to introduce NEP (1921) as a retreat showed Lenin could not fully control the economy or society through terror alone.
Historiography
Richard Pipes: Lenin created a totalitarian state from the outset; terror was deliberate, not just Civil War necessity.
Orlando Figes: Terror was improvised but became embedded in Bolshevik rule.
E.H. Carr: Saw authoritarianism as a temporary measure forced by Civil War circumstances.
Common Mistake
Avoid saying Lenin “immediately” created totalitarianism – it developed during Civil War.
Do not confuse Stalin’s later purges with Lenin’s repression. Lenin’s system was harsh but smaller in scale.
Do not forget NEP shows a pragmatic retreat, not absolute control.
